I believe it is due to individual stock risk of going under.... one reason I've avoided it.

From the chart below.... any idea why Oil was so cheap in 1999? No wonder Buffett did so poorly in 1999 (lost 20%) while he did great after when value was the place to be and the price of oil rising really helped his rail stocks.

RIG also suffers from the technology boom in oil extraction.


Less need for expensive drilling when spending a few bucks per barrel gets you so much more oil out of already drilled wells.
