That's going to be a big BIG problem. Tourists are exempt from the VAT. Will all these illegal aliens from Mexico, South America, and the Middle East now become tourists to collect their VAT refund? Will Blacks be required to show an ID to file and collect it?

I think they should just make the law right now that the VAT only applies to Honky men and boys (unless they are going to college for free). Everybody else is exempt since they don't work anyway and get so much for free already.
