If it's a female perv in a female bathroom, you can't. If it's a male perv in a male bathroom, you can't. If it's a male perv pretending to be a girl in a female room, you can. If it's a former male perv transitioning to a female perv in a female room, you can't If it's an old male perv in a male shower room, you can, but only if he's pervish with minors. In all the cases where you can't keep them out, schools should have perv, bully, and harassment policies in place to deal with the situation.

It's not as simple as a horny teenager waking up one morning and saying, "I'm showering with girls today."
If a school has an objective basis that would justify questioning whether a student’s asserted gender identity or expression is genuine, it may ask for information to show the gender identity or expression is sincerely held.
