Yes, the French Quarter was the highest ground in that area when settlers first moved there. Obviously that's where the first neighborhoods were built. As time went on they needed more land so they even drained swampland to make new land. Same thing Walt Disney did in Orlando FL

Ironic that Pat Robertson blamed a small gay parade in the French Quarter on Hurricane Katrina that was planned for that weekend. Evidently Pat Robertson's "god" is not too bright and didn't know the FQ is the highest ground. It didn't flood during Katrina. Pat Robertson's "god" ended up destroying the entire MS gulf coast and lots of Republican voters in LA. But the gay parade went on as planned a week or 2 later. LMAO
