Definitely. Hillary sees the Presidency as the culmination of her professional career. She wants to be the first woman president; she likely always has.

It also provides Chelsea with ultimate job security. In order for the Clinton Foundation to function properly, one Clinton needs to be in public office to facilitate deals and another needs to be running the administrative end (and giving pay for play speeches).
