Allen: OT - Computer questions

I am trying to install an external device which can run either on USB or a parallel port. The parallel port is unavailable because a hardware dongle on the parallel port sets up a conflict situation with Windows 95 A, preventing the hookup of a parallel port external device. The motherboard is USB compatible, but the card is not installed.

Question 1: Is USB sufficiently independent of the parallel port that it could work where the parallel port will not? I am trying to decide whether to have that put on.

Question 2: The proposed USB device requires Windows 95 4.0 B. Isn't that an OEM program? Do you know a way to get it?

If you know any of this stuff, I would appreciate it. Thanks.
