If you check the UK EAMS site, it shows that there are 2 Scientific Opinions Pending.

And there was only 19 granted, so it is most likely the fact that the DCVax-L was one of the pending opinions and has informally provided to NWBO as being approved, as well as the Ph3 data coming out here soon.
