Let me help you out here.

1) The new Xe-100 is not completed yet, its under construction
2) The graphite we provide is not delivered yet
3) Once we operate in a functional Nuclear Reactor, then it "would lead too further high value applications".

Nothing nefarious or disjointed about this. Southern Nuclear and X energy are working together under a $53million dollar contract to produce a smaller Xe-100 for portable use. This contract was awarded in November last year and not formally signed till June of 2016 with the DOE. Southern came on in Aug , we have now arrived in September.
If they cannot get the vessel to downsize then obviously the program is a bust. However, assuming it would downsize the could vs can is correct etc etc.

So whom is part of the new Xe-100 is

and a little known VSE stock by the name of Canada Carbon
