We have no official definition of terrorism, We are fighting a Guerilla war. We know how to do that. We did it in the late 19th century against the Indians. We make the mistake of chasing them around. Then we learned to win by penning up the Indian Women and Children and forcing their men to give up. The Brits did the same thing in South Africa by penning up the Boer Women and Children and forcing their men to give up. In this war, the men in the ME hide among the women and children and make us kill them to get the Men. Here at home, the so called "moderate" Muslims will not turn in the Jihadis who hide among them. We don't go after them by forcing the moderates to turn them in. They are "needles in a haystack." So we need to make the haystack as small as possible by getting rid of as many of the Muslims here as we can. Then we warn the Muslims left that if they don't turn potential Jihadists and we spot them, bad things will happen to them.
