The only reason to do that is he can't control them and that scares him. After all he is a control freak. The decisions in this form of warfare have to be made at a much lower level. The real operators are not going to wait around for the political committee to meet and make another nonsensical decision. Given the authority, the operators will launch counter-attacks immediately. Then work on initiating the 1st strike in the future.
