Steve,

No doubt that in the interim, between this latest ruling and the result of any appeal, there will be an injunction to stop the RBOC's from actually offering long distance service. This whole litigation mess Buys time for the RBOC's to keep their pot of gold and stretches out the xDSL deployments.

The RBOC's have been taking their sweet time with deployments and will continue to do so. It is like they don't care about any threat that cable modems or facility based local exchange competitors pose.
