Trump said the unemployment rate for black youth is 59%.

Sanders said the real unemployment rate for black youth is 51%.

Trump quoted the "youth unemployment rate" for black youth 8% higher than Sanders called the "real youth unemployment rate". That is quite a significant difference.

First off, this number is not the "unemployment rate" - (not even the "real unemployment rate", which Sanders mistakenly called it). Its called the labor underutilization rate. So, Trump is intentionally misleading here to begin with in simply calling this the unemployment rate.

Trump made the statement a year after Bernie's. The overall unemployment rate dropped a percent in that year, I would suspect for black youth, the decrease was larger (more so in the real unemployment rate). So now we are talking at least a 10% "enhancement" by Trump - on a number he explicitly called the "unemployment rate", which it isn't.

Finally, when Sanders quoted the statistic, Politifact reached out to the Sanders camp, who provided the underlying study that was used to justify the number. The Trump's camp didn't even respond.

Largely overstating numbers can certainly move a statement from "mostly true" to "mostly false", especially when no basis is given and a blatantly incorrect name for the statistic is used by Trump.

The labor underutilization rate for young white people is 33%, which Sanders provided to put this in context in the same speech, in addition to the Hispanic rate. Trumps omission of context is also misleading.
