Richard ARMS of the trin Arms index fame feel light vol up moves are bullish reflecting little resistance. I lookat it as neutral. I always run a 180 MA on my vol bars to denote low or high vol. I think best time to buy is below 30% of 180 MA. and sell above 2-3 * 180 MA.

I am not presently tracking EGRP.
