According to The Daily Caller, the deductions the Clintons made on their tax returns in 2009-2013 — the years Hillary Clinton was secretary of state — are slightly higher than what Pagliano was paid. That indicates that the deductions could have been taken to offset the expenses. The problem, reports The Daily Caller, is that Hillary Clinton kept the email server — which was located in the basement of the family's home in Chappaqua, N.Y. — a secret and treated it as a personal device. The IRS does not allow citizens to deduct personal expenses on their tax returns. Records show that Pagliano was paid $5,000 in March 2009 for setting up the server. The Clintons' tax return lists a deduction for "Computer/Phone" in the amount of $6,388. In June 2011, Pagliano was paid $8,350.83. The Clintons wrote in a deduction of $8,743 that year for "Computer Maintenance." The home-based server was used for three email domains: wjcoffice.com, presidentclinton.com, and clintonemail.com. Hillary Clinton used the latter when she was secretary of state after refusing to use government email. FBI director James Comey announced in July the bureau did not find enough evidence to suggest that Hillary Clinton should be prosecuted for her use of the unsecured email system, over which she shared classified information.
