As opposed to the unregulated free market? Well, there are laws against prostitution. You've prolly seen arrests on TV or in the movies. The arrests are made by police. Not to make things complicated, but they are the people we assign to the job of making arrests. You've prolly seen that on the screen, too. Some police wear uniforms. Some wear civilian clothes. You've prolly seen that on the screen, too. They will now book clients and adult prostitutes, but the kids caught up by trafficking or coerced by an adult now longer will be. They'll get appropriate therapy instead of a cell.
