"Freedom of Navigation" on all seas has been international law hundreds of years before Mao Zedong was born or died, and it's not going to change simply because China would like to claim ownership of the South China Sea.

Traditionally it has fallen upon the Navies of and and all nations to enforce "Freedom of Navigation".

Only "Territorial Waters" are excluded from "Freedom of Navigation" and they only extend 12 nautical miles from the mean low water mark of natural land masses.

There are no territorial waters surrounding man-made islands or offshore platforms.
