That's what risk management is all about - cancelling out a risk by taking a position in the opposite direction.

Investment banks should not be taking positional trades, certainly not on purpose.

Their job is to be certain their clients have sufficient capital to cover the potential losses for the client's positional trades - the counter-party risk in the system.

When investment banks do something different, they need to be liquidated. Something George W couldn't wrap his head around.
