I am guessing here, but my suspicion is that news is forthcoming.
Possible insider buying too. In the past, MOOR has taken a whipping then volume increased with a price increase and shortly a news announcement came out.

MOOR is somewhat overdue for a press release of some kind.

Even a 1998 kick off press release would be good to
generate some volume. Might even tack on another 25 cents !!!
