My interpretation of this move is that it is a investigation to brush away any future demands of re-opening a new investigation in the future and cover a#@. What they are doing now, I suspect will be very shameful. The US democratic system is doomed, I never imagined that it will arrive to such level, as it has recently. IMHO it is very very sad. You can see it in Putin's aggressive military actions, buzzing US forces in air and on the sea.
