Why isn’t the IRS investigating the Clinton Foundation?
lemme guess... because the IRS only does federal tax audits and collections?

investigation of not-for-profit corporate wrong doing is probably
the jurisdiction of a state corporation commission or the state attorney
general's office in the state of incorporation (i.e. new york). just guessing...
