I suspect it is a little more complicated than that. I am not a tax guy, but I want to point out that Trump claims he is audited every year. One reason could be that his tax people figured out some sort of dodge to delay having to declare that forgiven debt. The IRS doesn't like it, so they audit him every year to make sure he hasn't tried to make that dodge vanish. I dunno what the dodge could be. But that would fit the known facts.
