One would have to say that it IS illegal because the intent is to avoid FOIA requirements.

It's certainly illegal for the purpose of conveying classified information.

Remember that classified networks are utterly segregated from the public internet. In fact, each level of classification has it's OWN DEDICATED network that are not connected to one another (one for Confidential, one for Secret, one for Top Secret). SAP programs have their OWN networks which ONLY those who have been "read on" can access.

The only way that classified files/emails can get on an unclassified network is if someone downloads them from a classified system with a disk or thumb drive, and then uploads them on an unclassified computer network.

Yes.. that requires INTENT.. as well as being illegal..
