The fact that the FBI has not found anything in the e-mails does not mean she is cleared. He never stated that and in fact there is no way they could review all 650,000 e-mails. Most likely they did a computer scan that showed many or even most are duplicates. Then reviewed as many as they could of the rest. Since there was only 30,000 or so missing e-mails and some were likely not a factor it could have been missed. Also the Clinton Foundation is still under investigation. And it will all be looked at again after Rudy is AG.
