Oops. I forgot about the French. Sorry about that. The British press was scathing when the Admiral Kuznetsov limped through the English Channel. They pointed out that at least the Russians had a carrier... Catapults are a matter of cost. Shoehorning one into a non-nuclear carrier doesn't make a lot of sense. Unless you are otherwise using steam, like for propulsion, the boiler assemblage takes up a lot of space. So the ski jumps are the compromise.
