I have a fundamental question about TA, and was wondering if you could comment on it.

Probably the most common reason given by people who don't believe in TA is that since it is based entirely on past performance and ignores what the company is doing now it can't possibly predict what the company stock will do in the future.

If we assume for a minute that TA does work, is it because
1: The market follows certain patterns and TA can predict these patterns. or
2: Enough people believe that TA works and are investing based on TA that they cause the markets to follow the patterns "predicted" by TA.

Even if the underlying theory is wrong, TA could still be a useful tool to predicting how people will respond if enough people believe the theory. TA might not be able to directly predict how a company will perform, but will be able to predict how someone who follows TA will view a company. Either way, TA would be a useful tool for an investor even if the investor is using it for the wrong reason.

Am I on the right track?
