Doesn't have to be charges filed. A "O" could give her a blanket pardon for all crimes she's ever committed, so long as they were against the United States (Federal). He cannot pardon her for State level crimes. Ford did just that with Nixon.. pardoning him for any crimes he had committed while in office. So if she's going to see justice done to her, it will have to be at the state level, likely against the Clinton Foundation fraud. Hawk
