There are now many reports on the matter and the Whitehouse press secretary, D.C. Earnest, told reporters that the first couples' photo was “lower in priority” than the photo op of Barack and Donald inside the Oval Office.

That statement suggests it was planned but had a lower priority than other photos. Sounds like spin to me. Call it whatever makes you believe you are saving face. It's petty and I don't care either way.
