Not a scam. Andy Rendle has been hard at work getting the necessary paperwork together in order to start trading again. Apparently, the previous board left things in a not-so friendly way and it has taken awhile to clean the mess up. From what I have been hearing, they are almost there and this should be trading again in the next few months.
