I agree the refining process should be here in Canada. Why on earth should our resources be shipped in raw form to create jobs else where. Worker & profit taxes might just as well support Canada's economy rather than that of a foreign country.
On the other hand moving oil by Pipelines to those refineries and from the processing plants to off shore port load out facilities is the safest way to do so. As described in the following link.

American super tankers travel off the west coast of Canada steady in route from Alaska to the lower 48. All one has to do is go fishing of the west coast of Vancouver island. They are easy to see. I was about 8 to 10 miles out off shore from Renfrew fishing the tide lines The oil tankers were very visible going both North and south.
Oil ships leave Alaska and go straight south toward the west side of Cape flattery. They have been doing it for years and the only spill that i am aware of. Was the one at Valdez Alaska. That was not a fault of the tank ship.
