Will,

It's done by adsorbing the gas onto a surface rather than compressing it. Essentially you create a substrate of a material that has an affinity for the gas and the gas molecules "stick" to it. By making the substrate grainy and porous, you increase the surface area and thus the amount you can store. Obviously the you don't want the molecules to stick too hard, or you could not get them off.
