Well, I think he's suggesting that based upon the FX Swaps rates tell us whether there is a shortage of USD in the global economy..

Gotta have dollars to buy commodities.. oil, nat-gas.. gold.. etc.. as they are priced in Dollars. Right?

But the BIS was discussing some two+ years ago that there was some $9 Trillion in USD denominated debt outside of the US.. So the stronger the dollar gets, the more likely these loans default, or require accelerated repayment..
