Not understanding the question. Canada, like the US has problems, racial problems. Unfortunately, it seems to be human condition, and exists, even in a Liberal society because I believe, we all have some degree of prejudice and racism within us. There are reasons why it exists, and why it breaks out from time to time, but that is a different subject. Last thought, racism is not confined to just white people.
