Williams and Kate Norton Dresden, Germany: Motorola Inc. and Siemens AG plan a joint computer-chip plant in Dresden valued at $1.6 billion, making it Europe's largest semiconductor project, the German government said. The German venture comes after the companies began construction on a U.S. plant last year to make 64-bit memory chips for personal computers. The German government will contribute $105 million through 2001 to the Dresden effort, with the companies investing ''significantly'' more, said Juergen Ruettgers, Minister for Training, Science, Research and Technology. Siemens's German offices were closed for the New Year's holiday and company representatives couldn't be reached for comment. Motorola declined to confirm any plans to build in Germany.
