yes, we've had 8 years to do that when interest rates were low... gee, wonder why the pubs in Congress didn't want to help America? well they still don't. They don't want to deficit spend while interest rates are still low, they want to privatize and give a handout to their cronies and as far as doing it in a recessionary environment, it looks like we are heading there, so actually another good reason for it bottom line is republicons apparently have no intentions of doing any meaningful infrastructure spending it's a trap, another con on taxpayers
