I am not aware that Trump wants to declare a mandate or not. That is completely irrelevant...but yes, he did win the election and won the majority of states so if he wants to declare a mandate he probably could. Mandates are used mostly by posters on the internet and have no real importance...it is just an issue to argue when they lose.
