Donald Trump is strategizing, just like during the campaign. If he indicates that he will not pursue Hillary for the email crimes, Obama is less likely to pardon her. Then if the FBI presents overwhelming evidence to the AG, the AG could name a special prosecutor. That allows President Trump to say that he is just listening to the experts. Also, as mentioned by another poster, Hillary could be investigated as part of the Clinton Foundation probes. Trump is biding time while simultaneously putting his opponents in a weaker position. He plays chess while the media and democrats play tiddly-winks.
