But what really annoys here is that Krugman is a truly good economist. He didn’t gain that Nobel just by collecting the coupons on his Wheaties packets. Yet, as all too often, what he knows he knows about economics gets left aside when he writes a column or blog post. Of course we can use private investment to build and run water and sewer systems. The UK has done it and it turned out very well indeed. And Krugman knows this.
Krugman makes the point that when the public interest is the focus, then the private sector is not likely the route to the best outcome. Frankly 99% of infrastructure construction is done by the private sector. They just can't call the shots on who benefits, and who loses. The government, in principle, represents the people, not the business concerns, and makes its decisions based on what's best for the locals. If a road route benefits a local guy, and hurts Walmart, so be it.
On a national level, with so many more dollars at stake, you've probably got me. $$$ win.
