It is probably for the best. If it was a real stimulus with unemployment at the level it is, it would just mean there would be a bidding war for labor, driving costs up. Now, unlike a real stimulus aimed at infrastructure, you could make the argument that we just direct the money to those areas where the economy isn't doing so hot. You know, where the Trump voters are. But, since these are supposed to be public-private partnerships, the investors are going to want to put those projects where they can make money.

Which isn't in rural areas.
