I meant to illustrate that the requirements for food stamps are determined by the policies of the current administration.

How many people are on food stamps is directly related to the wishes of the president in office, and are not necessarily indicative of anything other than the administration's desire to help feed the poor.

Perhaps I should have phrased my response in another way, by citing a statistic from another administration:

"Food stamp enrollment has been rising for more than a decade. President Bush launched a recruitment campaign, which pushed average participation up by 63% during his eight years in office."
