I was curious why you used "New York". I think much of the acceleration in usage was due to lowering qualifications for the program nation wide. I would guess New York has a higher standard of living, but I doubt a president has the authority to deal directly and individually with a states qualifications. That is likely the domain of the Department of Agriculture.
