A couple of random thoughts:

- I'd get government and business out of the business or proving plans directly to employees and instead have them fund HSA accounts (which could be structured as a 401K for those who can't or won't manage the assets). Have the employer contribute to the HSA and allow the employees to use of the money on insurance or medical care). My logic is that the Insurers shift more costs to individuals / small companies buying insurance to account for the large discounts afforded to the huge corporate / government plans.

- Why cap corporate contributions and allow government to be unfettered?

- Encourage adoption of more holistic medicine (i.e. small practice coverage) coupled with disaster policy especially for the young

- Allow Insurers to base policy cost on lifestyle choices (not just tobacco use)
