Parasites, to survive, have to not kill the host or debilitate it too much for the host to survive. Some parasites solve their survival problem by finding some service they can provide the host. Perhaps they kill off more pathogenic bacteria or provide some nutrient the host would otherwise have difficulty getting such as vitamin B12. There's a variety of ways in which parasites can survive and breed.

Human parasites who get into government provide enough services to maintain their loot flow. They use various strategies to increase their loot flow. They pick on particular people who can't fight back - such as negroes when slavery was legally enforced, or 1%ers who have lots of money to loot and a tiny vote, or importers or some sector or other.

That is not to say some of it is not necessary. But in order to keep a Country financially secure there must be limits placed on the size of government otherwise it becomes top heavy with large debt and continual deficits leading to collapse.>>

Humans are quite cannibalistic, not just parasitic. They will actually literally eat other people [as Maoris did not even 200 years ago]. But apart from actual nutrition, they will also rob the property of other people if they can get away with it.
