From what I remember the reason why Intel gave Packard Bell the sweet heart deal on low end cpu's was to allow them to compete with the GX-media chip that Compac had already commited to us in it's sub $1000 PC's. Some in the press even wrote it was Intel's way of trying to get back at Compaq. Packard Bell just beat Compaq to the market because the existing infrastructure for rapidly manufacturing their pc's were in place while Compaq require the special motherboard design you have mentioned.
