. . .some users explicitly want USB 2.0 ports in addition. . . In many cases, USB 3.0 is supported by Windows and NOT supported by the computer's BIOS. This means that before Windows loads, those ports will not work. If a keyboard or mouse are connected to them, the user will NOT be able to use them until Windows loads. (Think of configuring Firmware, choosing to boot from Optical Disks, etc.) Since the additional speed of USB 3.0 brings no advantage to the mouse or keyboard and the possibility of a huge downside, cautious people will ask for a couple of USB 2.0 ports in addition to the usually more desirable USB 3.0 hardware.
