First off, not everyone who is a Republican believes in your small government

Of course not, but that's rather irrelevant to the current conversation. I didn't claim or even hint that Republicans were all, or even mostly believers in small government. What I did say was that some small government Republicans were against the Civil Rights Act because their small government beliefs. I didn't say this was common in the Republican party, after all most of them voted for the act (a larger percentage then the Democrats who voted for it).

Plenty of Republicans are big government supporters, plenty have even supported expansion of the welfare state, but that hardly makes them conservatives.

But the issue was Democrats who opposed the Civil Rights Act of 1964, Koan called them conservative, but neither he (nor anyone else in this conversation) has given any reason of why they would be called conservative (and he seems to mean conservative in its modern American political meaning not just "cautious about change " or something like that) other then opposing the act. Which makes his point something like "people who opposed the civil rights act, opposed the civil rights act".

And of course even if they were more conservative then other Democrats of the time (which hasn't been established) hardly makes them typical examples of conservatives. Primarily they were typical examples of racist Democratic Party members (or of members who pandered to racists).
