That's misleading... there are other things plants need, like water, nutrients like N/P/K/Fe, sunlight. If carbon is unlimited, then the nutrient level and water are growth controlling factors. Also,plants are also adapted to grow at a narrow range of CO2 and elevating the CO2 levels shows no improvement or inhibits growth.
