...but that is rather simplistic and not more than a bandaid I'd reckon.

I submit that it's one piece of the solution to a very, very big problem. 800 Carrier jobs is a bandaid. They could be back on the chopping block before those workers get an extension on their credit cards. Converting surplus factory workers to available service is part of a long-term solution.
