| | | It sounds nefarious and in the hands of this administration now that Hillary lost would be a grand tool for a coup. It is a dangerous tool in any hands. Freedom of speech and freedom of press are equally threatened. There must be some safeguards against easy abuse.
It is no secret that Russia, USSR, China, North Korea and many others have frequently tested and examined our networks, just as we have theirs. It has been going on forever. Before the internet, satellite communications etc there was even interception via laser beams on windows retrieving from within a room the vibrations made by speech and other noise sources and converting them back to speech. That is why secure government buildings have precautions that prevent such interceptions.
Once again it isn't a "new" threat, but one that has been exaggerated due to recent releases of emails and other missives that were extremely embarrassing to this administration and their party.
I have to read the Senate bill in it's entirety in order to determine how dangerous this could be in the near future. Recent statements made by Obama regarding military officers.

So much for uniting the Country. Barack Obama told military cadets and soldiers to “ignore” and “question” President Trump when he assumes the role of Commander in Chief in January.
He urged soldiers to disobey the President’s commands if they are “ill considered,” which could lead to a military court marshal.

Obama stood before soldiers at MacDill Air Force Base, in Tampa, Florida on Tuesday, December 6, to talk about “the foundation that we will leave for the next administration,” CNSNews.com reported.
Characterizing the military’s mission as a fight against “violent extremism,” Obama insisted that soldiers need to rise up against Trump if they feel he is pushing policies that are ill considered.
Obama told the troops, “each of us has…the universal right to speak your minds and to protest against authority; to live in a society that’s open and free; that can criticize our president without retribution.”
Obama went on to insist that a proper U.S. policy against “violent extremism” is a “long term” policy.
