IBM - tax rate appears to be very low - about 16% ($2.6B on ~$16B in operating income), so I think they arranged their tax cut already very well already and won't benefit much from further cuts.

I also think they will have a hard time competing with more nimble companies in cloud computer, also I think they might be able to do value added cloud offering to their existing clients (they are good at milking existing relationships and platforms).

For me, IBM just looks like a slowly melting ice cube.
