I have never looked at this table as having value connotations.
I don't look at this chart often, but I wish column 4 were sorted ascending (by most attractive to least).

I think some would argue that the stocks at the top of the sort are better investments than those at the bottom. As examples, AMD and NVDA, to name 2, have been on fire for some time with great gains, while RBCN at the bottom has easily been the worst performer in the SOXM for a long time. From that perspective, AMD and NVDA are far more attractive than RBCN.

The particular sort in this table is only one of many looks at the stocks in the SOXM. There are many other tables showing different parameters that aid in evaluations, but those are only starting points in determining what stocks to buy or sell.
